Steps to pull a Solar Permit in the City of Miramar

Obtaining a Solar Panel Energy permit is straight forward and depending on the project, requires the review and inspection of electrical, structural and plumbing disciplines:

                                                                                        Broward County Board of Rules and Appeals Policy #09-02. Section F, recommends that Building Departments include an Owner notification on all solar thermal or solar electric permit applications, for existing structures. Read carefully, and proceed to attest the acknowledgement of this requirement. 

"Installation of roof mounted photovoltaic or solar support systems typically require roof system penetrations to allow attachment to the structure, which may create additional long-term roof system maintenance requirements and/or jeopardize roof system manufacturer’s warranties. Roof mounted solar systems generally require removal and reinstallation of solar panels/arrays in order to perform routine roof system maintenance, repair or replacement."
                                                                                   

Who can Apply:


Licensed Contractors:  Permit can be issued to Licensed Contractors whose licenses are limited to the category and scope of work as per F.S. 489.  Contractors shall provide all required applications properly signed and notarized. Also, Contractor shall ensure that updated licenses and insurances are registered in the Building Division.

Homeowner/Builder for Residential Only:   Permit can be issued to homeowner/builder if the address of the proposed work matches the address on picture ID (Driver License, ID card) and Proof of ownership (Recorded warranty deed, tax statement, settlement statement).  

Need to Know:


Florida Statute 163.04(2):     A deed restriction, covenant, declaration, or similar binding agreement may not prohibit or have the effect of prohibiting solar collectors, clotheslines, or other energy devices based on renewable resources from being installed on buildings erected on the lots or parcels covered by the deed restriction, covenant, declaration, or binding agreement. A property owner may not be denied permission to install solar collectors or other energy devices by any entity granted the power or right in any deed restriction, covenant, declaration, or similar binding agreement to approve, forbid, control, or direct alteration of property with respect to residential dwellings and within the boundaries of a condominium unit. Such entity may determine the specific location where solar collectors may be installed on the roof within an orientation to the south or within 45° east or west of due south if such determination does not impair the effective operation of the solar collectors.

Required Documents:


  1. All required applications shall be completed based on the scope of work (Plumbing and/or Electrical). Attention homeowner/builder applicants, please read carefully the note in section “Who can Apply” above.
  2. Job contract signed by both parties (Homeowner & Contractor). Job value shall include labor & materials.
  3. Notification of Roof Mounted Equipment- Completed and Signed by Homeowner.
  4. Two (2) sets of plans signed & sealed by Professional Engineer or Registered Architect. Plans shall indicate location and attachment of equipment along with corresponding equipment specifications.
  5. One Solar Equipment Attachment Affidavit signed by contractor and submitted at Final Inspection.
  6. Owner Builder Disclosure Statement (Required only if applicant is homeowner/builder).
  7. Notice of Commencement, if job value is more than $2,500 as per value in a contract signed by both parties (Contractor and Homeowner) or as determined by the Building Official.  Notice of commencement must be filed at the Broward County Government Center/ Records Division 115 S Andrews Avenue, Fort Lauderdale, FL 33301.
